Central Oregon Intergovernmental Council COIC was formed as a Council of Governments (COG) in 1972 under ORS 190 (Public Employer) through intergovernmental agreement with the counties and cities of Central Oregon. COIC's Council of Governments functions include regional planning, priority-setting, collaboration, and convening of regional boards and commissions. We take on regional-scale planning and service delivery functions. We provide employment and training, alternative high school education, business loans, transportation, and community and economic development services to the counties of Crook, Deschutes and Jefferson and the cities of Bend, Culver, LaPine, Madras, Metolius, Prineville, Redmond and Sisters. The majority of the COIC Board is comprised of elected officials appointed by each of these member governments. Other “appointed” members of the Board are from private business, Post-Secondary Education, and Chambers of Commerce. COIC currently employs more than 120 people in several locations throughout Central Oregon. COIC operates the Central Oregon region's public transit system - Cascades East Transit. “COIC supports the region as a trusted leader and partner, helping communities identify and address their unique and common needs through collaboration, shared service delivery, capacity building, technical assistance, information sharing, and resource development.”
